script for energy loss near edge structure in eels

Dear vasp user.

I am a beginner of VASP.
In the expensive code CASTEP, one can simulate the core loss spectrum of EELS using its transition matrix.
It seems that also vasp has the same one as it calculate dieletric constant.
I tried to find it in the web, but failed.

Here is someone who provide me the infomation?
