What's the coordinate systems for SAXIS

In the SOC calculation, what's the coordinate systems for the SAXIS? Is it the global Cartesian coordinate or the coordinate defined by the lattice vector?

For example, if I have a monoclinic unit cell, and I set SAXIS= 0 1 0。 Is the quantization axis parallel to the Global Y axis or the lattice vector b ?
