Optical spectrum of a metallic system

Do I understand correctly that the q->0 approximation (treating the imaginay part of the dielectric function as the absorption spectrum) only holds for insulators and semiconductors? If I have a material with the Fermi energy in the conduction band, what would be the correct way of simulating a spectrum?
